Identify and describe major issues and events leading to the current status of the social welfare system. 2. Describe how U.S. social welfare policies and programs developed as a response to human needs. 3. Identify how economic, political, and social changes impact social welfare policy. 4. Recognize the underlying values inherent in social welfare policies. 5. Describe the role of professional social work within social welfare. 6. Explain the history and development of social work as a profession. 7. Summarize and interpret social work values and ethics. 8. Recognize the human rights issues and concerns inherent in social welfare policies across a range of fields of practice. 9. Identify protective and risk factors relevant to the social determinants of health framework for communities of color, immigrants, older adults, and other marginalized and vulnerable populations.
